outlook "contacts" missing creating new message

We are having a problem sporadically with the "contacts" missing when users do a "new" message, then click on the "to" button and under their address books their "contacts" selection is missing. The global address book, all address lists and other selections are there but the "contacts" option is missing.

Can anybody point me in the right direction for getting the user's contacts back? I have gone into several places in outlook settings where you would normally be able to add/manipulate how that drop down is displayed, but the "contacts" is still not available.

In the properties of the Contacts folder, make sure the checkbox is checked to add it to the Outlook Address Book.
