Outlook Problems - Please help ASAP

I have serveral users who are experiencing problems with Outlook XP / Outlook 2003 with messages getting stuck in the "outbox" folder. The only way to get the messages out is either open up a new email and copy & paste into a new email message and send. Sometimes hitting the send / Rec button works. Normally the email sits in the "outbox" for 10-30 seconds before it leaves. This is not normal behavior as I can see it.

Also Outlook XP users are experiencing random freeze up and crashes. We have upgraded these users to Outlook 2003 and for the most part they are stable.

All these problems seemed to start when we upgraded to ACT 2006 Premium edition from 2004. After the upgrade and migration we started to experience problems with Outlook. While upgraded the user to Outlook 2003 has seemed to correct Outlook randomly crashing some users are still experiencing problems with email message getting "hung Up" in there "outboxes". We did ask users who do not use ACT! IF they have expereinced simular problems. To date none have from what we can tell.

We are running Exchange Server 2000 SP3 woth all updates installed on a Win 2K Server SP4 with all updates. Our database is 10.5 GB and has never been defraged (offline). I am wondering if this could be a symptom of not performing maintenance on the exchange server.

I am not sure if this is related to ACT 2006 Software or if we have a exchange server issue and need to defrag the database?

Please advise ASAP,

From your own troubleshooting, it certainly seems to point to ACT. ACT is a contact management software? If it is, I'm sure it integrates with Outlook somehow. Did you check with their tech support? I would concentrate my inital troubleshooting with ACT. Ask their tech support if there are any known issues with the lates version and Outlook XP.
