Outlook Permissions - HELP!!!

We are currently using Exchange 5.5 and have Outlook 2000 as our email software. Out Network is NT4.

Is there a way of limiting certain user permissions so that they cannot get into out Global Adress list. We want to be able to assign certain users to only being able to send emails to certain address lists or to certain users.

Is this possible with Exchange 5.5???
