Outlook over VPN - can't attach local files

Users are accessing their Outlook mail remotely via VPN.
How can a file residing on their local PC be attached to an Outlook message they are composing on the remote machine?

do you mean that these VPN users are remote controlling another PC and running Outlook from there? If so, what remote control software are they using? Some clients allow for File transfers. If not, then they'll need to map a drive back to their remote PC from the one being controlled.
 
I use VPN, it is quite simple. Once connection through my authentication server is established I receive a remote network address and I'm on the same subnet with the the remote exchange server. It doesn't matter I'm 100 miles away, Outlook works just like it would on a local network. In your case, what gives?
 
Users are logging into a server via VPN and accessing their own Outlook accounts on that remote server.

So, how can a file from their local PC be attached to a message being composed on the remote server?

You sit at the local PC. You establish VPN connection then open your Outlook. Click New Message, eneter email address, subject then click Attachements button. From the drop down list selct your local drive and the appropriate file. There you go. It can't get any simpler.
