Outlook not sending when away from home

I have Outlook 2007 on my laptop and connect to earthlink for my email accounts. When at home, I can send and receive with no problems. When away and connected to a different ISP (ISP is Comcast at home) I can only receive messages. Any emails I write are held in the Outbox until I get home and connect back to my home network and are then sent automatically.

Win 7-64 OS, if that makes a difference.
 
Possibly the way your software firewall is configured? Surely you're using a software firewall while you're away from home.

Here's something you could try: Using OpenDns as your DNS provider while at home and away. See if it works right then, b/c that would e always constant - if you set it up on your laptop vs on the router.

Look at for info and instructions. But basically, you just find their DNS addresses, and plug them into the network settings on your PC.
 
Here's another thought. If you're using Comcast's email, perhaps there's an issue there - I have no idea, as I've never had any dealings with Comcast.

You could try Gmail, have Gmail handle all your Comcast mail, and see how it works with Outlook - well, I can tell you it works VERY well with or without Outlook. You can set it up as either IMAP or POP3 with Outlook. If you've got a lot of mail, though, I'd suggest using POP3 for performance reasons - at least I've had some issues using IMAP, particularly with large email messages (with attachments).
