Outlook not converting to HTML

HTML in Outlook does not seem to be working.

When this user replies to an email with any kinda of picture, the picture goes all funky like the HTML is not working.
I made sure their Format Text when replying is HTML
Under Options:
Compose messages in this format: HTML

Under Options > Mail > Message Format:
Unchecked - Reduce message size by removing format information not necessary to display the message
When sending messages in Rich Text format to Internet recipients = Covert to HTML format.


Thinking about running a repair on Outlook.
Not sure what else to do because all of the settings match my settings.

Any ideas?
