Outlook message rules not forwarding externally?

I've created an out of office message rule to forward email to an external account but the message never gets to the recipient.

I've tested on another laptop connected to the same exchange and it's still the same. I've tried more than one email address and checked the outbound message filter. I've tried it to an internal address and it works as it should.

I've setup the same rule on another outlook/exchange combo an it just works.

Am I over looking an exchange setting or is it something to do with SBS?
 
Create a mail enabled contact in Active Directory. Forward the mail to that contact.

That does work but I want the user to be able to switch on and off from Outlook.
 
Thanks for your help but we ended up using OWA.
