Outlook manager error/problem

We have been trying off and on now for several months to develop a Windows 2000 master clone that will clone "with out any errors" using both Ghost 7.0 and Deploy Center 2.0 (Image Pro)... We have overcome several errors but this one keeps poping up when we setup a new user outlook account (as a user). When we test the cloned machine at the administrator level everything is fine.... but when a new user is logged on (with user permissions) and their email is set up - it comes up with the question concerning
......
"Outlook is not your default manager for mail, news, and contacts. Would you like to register Outlook as the default manager ?"
......
Then we reply with a "YES".. The little helper also pops up and asks a similar question which we also answer with "yes"

The problem is that each time that the user logs on and checks his Email the same question pops up - each time.. This sounds like a protected memory problem where the "Yes" is not being written to the registry.

Now for the kicker -- If I answer "no" to the question - the question is gone and does not reappear. Dah ??
I THINK that when we answer no to the question that it makes Outlook express the default manager and of course we don't use Outlook express (we remove all the Icons that refer to outlook express) - But we don't want outlook express to be our default manager !!
So -- where do we go from here ?? If we answer no - is this going to come back and bite us - say 6 months from now ?? Is a back door answer to our original problem ?? Suggestions or cures ??
