Outlook invites everyone to the meeting

Hi Guys,

I have a client that has exchange 2003 enterprise, and outlook 2003 on their PC's. Whenever the setup a new meeting and invite let say 2 people from their company, it invites everyone instead of just the person they only want to invite.

Any thoughts or ideas would me much appreciated

Does the sender have shared calendar entries open with these people?
Are custom forms utilized? Go to tools/options/other/advanced options/custom forms/manage forms/ opens the forms manager, try clearing the cache and or deleting any entry in the personal forms section.
