This is from memory on a Windows XP mchine so I hope I'm not missing any steps. Vista or Windows 7 should be similar.
First you install the TAPI driver from the User CD. It should find the IPO Control Unit on the network and you can select the user/phone whose Outlook you are integrating with (obviously the IPO has to be on the network with an IP address the PC running Outlook can get to and you should be aware of any firewalls)
After the install run dialer (start > run > dialer)
Go to Edit > Options and change the preferred line from Internet to Phone and choose the TAPI driver from the drop down menu next to "phone calls."
You need to setup te phone options. Typically dial 9 for an outside line, 1 for long distance calls, and enter the are code (area code is needed for those 7 digit local calling procrastinators) There is a link to Phone Options from dialer, a link in Outlook, or you can get there from Control Panel.
Then in Outlook, right click on a contact and choose call contact. There is a setting or options button you need to click to change which line to use for clling. You want to pick the TAPI driver line.
Some odd things I've noticed: If the number is not auto formatted in Outlook it doesn't work or wil behave oddly. So if the area code is not in parentheses, for example (212) you may have problems.
You can right click on any contact and select Call Contact. A box pops up with a drop down menu for all the contact's numbers. Click Call and the phone goes on speaker and starts dialing.
