Outlook - How can I add a marquee to my signature?

A while back I received and e-mail where the name in the signature came flying from the top-right side of the screen.

I believe it was a marquee in the signature.

Can anyone tell me how to do it?

ops..I forgot to indicate that the program I wish to apply this is outlook.
