Outlook Failed to Start: Do you want to start Outlook in safe mode

We are running Citrix Presentation Server Version 3 and have a problem when Outlook Starts up.
We get the error message "Outlook failed to start correctly last time.
Do you want to start Outlook in safe mode?"
Microsoft has an article Q319517
on how to delete the resilency key in the registry to solve this particular issue.
Unfortunately the key continues to recreate itself and we are still stuck with the problem.
Any ideas?
 
Hmmm.
I don't have the answere but this is what I would do in the situation.

1. Change user install
2. Run outlook to fix it........(if it lets you)
3. change user execute

if that does not work, I would re-install Office.

Sorry heres an addendum (?)

before doing 1 above make sure there are no users on it and then disable the logins.

I recently had this same issue within the last two weeks. I did the exact steps that Scott previously stated above and it worked.

I forgot to mention that I had to do those three steps for everyone in the company. I only have about 50 employee's to worry about, but if you are working in an enterprise level, then you are probably better off just unistalling and reinstalling Outlook.
