Hi all,
I've seen a nubmer of threads on Outlook Express (and other Outlooks too I believe) having this issue of sending an email over and over again but no root cause identified.
I just helped someone out with this exact issue and I believe it's the 2GB file limit in Outlook.
With Outlook Express the Inbox, Sent Items etc are each a differnet file. In this case the Sent Items file was 2GB in size. I believe what was happening was the email was place into the Outbox, then sent. It then tries to move the mail to Sent Items, but as it's full it fails, leaving it in the Outbox. Five minutes later it does another send and recieve, same issue... ove and over again.
The deletion and recreation of the email accounts basically just creates new Sent Items files so solve the problem, however an easier fix is to create a new top level folder and move the old Sent Items emails to there, or just delete them
