outlook express problem

Hi all
Outlook Express can neither send or receive.
worked with ISP tech for about an hour with no results. Tech said a problem with Outlook Express, not ISP problem.

This is WinXP Home sp1. with dial up connection. There is no problen with Internet Explorer. Is there a way to repair Outlook Express? If you have any ideas I might try please let me know.

what's the send/recieve error?

have you tried deleting the email account and recreating it IN OE
