outlook express pop3 error 0x800ccc92

Each time i do a shutdown of my computer, i can't retreive my mail anymore. " .... Erreur de serveur: 0x800ccc90, numéro d'erreur: 0x800ccc92" . Hereafter i need to reconfigure my mail account and then it works just fine... until i reboot my pc again.

I contacted already my provider and they told me they had nothting to do with this problem.
Can anybody help ?

What antivirus scanner are you using - Norton or PC-Cillin?
