outlook express not sending emails

For some reason, OE "sends" the email but it is never received at the other end. outlook sends it fine, but the user wants to use OE.

Any reason why this may be happening?

Also, does anyone know the dll file responsible for sending and receiving emails in outlook express? I'm thinking that that file may be corrupt as well.
