Outlook Express New Mail Window Minimized

In Outlook Express, when "New Mail" is clicked to write a new email, the "New Message" window is minimized - at the bottom of the screen. Clicking maximize resizes it to full screen (not the "partial screen" size I'm used to.) This also happens when replying to other messages.

Any suggestions for a fix would be greatly appreciated.
