Outlook Express Locks Up 1

I have one system, a P3-1Ghz, running Win98 2nd Edition, that locks up whenever the user tries to go into Outlook Express. I have run a thorough ScanDisk, Defrag, scanned for viruses, disabled Viruscan, deleted Viruscan, and downloaded & installed all of the MS updates for IE & Outlook Express. It still locks up when we try to go into OE. All other apps, including IE run fine. Any body else ever run into a problem like this and know of a fix? I am considering uninstalling then reinstalling OE as a last resort
