Outlook Express does not "jump start" 1

When I click a live email link on a web page OE used to leap into life and provide the new message box for me to complete. This no longer happens.
My usual browser is Firefox, but it doesn't function for IE either. IE tells me that "the default email client is not properly installed."
How do I correct that please.

Life...It's difficult not to take it personally.

Check (and correct if neccessary):

In IE - Tools, Internet Options, Programs tab, E-mail, Outlook Express
In OE - Tools, Options, General tab, This application is the default mail handler.
