Outlook Express Default

I have a user running Windows 2000, IE 6 and Office 2000.
When she clicks on e-mail hyper-link Outlook Express opens instead of Outlook. I went to IE Tools...Internet Options...Programs and Outlook is the default e-mail program listed. Is there any other place to choose Outlook as the defaualt e-mail client. I also deleted her profile and then recreated it, but still had the same problem.
