You can't - you can only remove them from menus/desktop (add/remove programs, add/remove windows components) - and I think this was introduced with one of the service packs, but can't remember which.
When I say 'can't' - if you do some googling you'll probably find some methods, but I can't comment on how good they are.
There are hacked files and patches avilable, they are to be installed at the time of the OS installation, not after.
I know of a few people that have tried them, they never went more then a few days and fatal errors occured.
There are several browsers and mail clients you can use and all you have to do is make one them your default browser and email client, Firefox is pretty good.
