Outlook/Exchange 2003 auto deleting email

I have an individual user that is getting messages automatically wiped out of the inbox. I have disabled all the rules the user has, and that does not seem to help. The rules are stored on the server. An email will arrive in the inbox, sit there for a minute or so, and then disappear. It is not in the deleted items folder, it is not in any subfolder within the mailbox, it is just gone. Any information or leads would greatly be appreciated.

Make sure he didnt create the rule, sync with the server and then later not allow syncing with the server.

In the user Outlook. click tools/rules wizard. At bottom of rules wizard hit options.

Make sure 'update exchange server' is set to automatically. Try hitting [update now] to refresh the server rules.
 
Its also possible somebody else is checking his email and downloading it to a PST.

If you cannot figure it out, try changing the user password to ensure nobody is snooping
