Outlook: Delayed Message Delivery until Refresh is done

We are having a strange problem here. Running Exchange 2003 Enterprise, most clients have Outlook 2003. However there are a few Outlook 2000 with various SPs installed. This is an intermittent problem. Occationally we will have a user, group of users, that appear to be working fine in Outlook. However, they soon realize that they are not receiving new messages. When they click off of the inbox to a different folder or start to create a new message then several messages (number varies) will suddenly appear in the inbox.

I've seen a couple KB articles that are close to my problem, but they refer to Outlook 2002 and none of them fix the problem. I know the Windows firewall causes a problem like this, but it's currently disabled on the users having this problem. Through some troubleshooting we have also identified several other third party programs/services that seem to cause this problem as well.

However, at the moment we have a couple users that are still having this problem and we have everything turned off/disabled that usually causes this problem. I wasn't sure if there was something else a little deeper I should be looking for or any other articles I can refer to. Has anybody else seen this issue?

All indications lead me to believe that this is a client side issue, but could this be a server issue in some way?

Have you tried simply removing the exchange account on one of the users with the problem and recreating it, and see if it happens again?

Please always take the time to backup any and all data before performing any actions suggested for ANY problem, regardless of how minor a change it might seem. Also test the backup to make sure it is intact.
 
I seem to recall that this was the result of a security patch. My memory isn't quite what it was but I seem to recall one of the Network protocols that Exchange (was) using to push out emails has been blocked. The solution is to change the protocol the server is using. Be dammed if I can remember the full details. There is definitely a MSKB article covering it.

When you say "exchange Account" are you talking about his entire AD Account? Or just the exchange attributes on his exchange account? Or are you just talking about the Outlook profile on his client machine?

Was this a patch for the Exchange server or for the client machines. There only seems to be a small handfull out of about 300 people that are seeing this. So I find it hard to believe it's a server issue. Problem is one of the people having the problem is our VP. In any case, I wasn't able to find an article about what you were talking about.
