Outlook Delayed Delivery

We are using Outlook 2002 with Metaframe and have noticed that the delayed delivery when sending a email does not always work. It will send for certain users and some users the message just stays in the outbox. Have anyone else notice this problem and was there a solution for it.

As far as I know, delayed doesn't work with external addresses; it only works with local users in an Exchange environment.

Note -- this info may be dated, it's been awhile since I used it.
