Outlook connects to internet unrequested

I have Outlook 2000 in a stand-alone configuration (no Exchange Server) and it has decided (without any changes to my modem settings or dialer settings) to dial up while I'm navigating through Outlook. I also get "mail delivery complete" activity at the lower right of my screen.
Am I looking at a "malicious" cookie that is causing this?
 
If you go to tool->options. You will see near the bottom of the window that Outlook will check for mail every xx minutes, if its not connected it may dial out. You can change this setting here.
