Outlook Client unable to connect

Running Exchange 2000 SP3 with Windows 2000 SP4

None of the outlook clients can connect to the exchange server on the network however the OWA is working fine and all the services are starting.

I cannot telnet into port 135, 139 or 445

If I change the exchange services to start manually and telnet into port 135 before starting the exchange services I am succesfull as soon as I start the exchange services I can no longer telnet to 135 if I stop the services and try to telnet to port 135 before doing a restart I can't

I have been killing myself with this all day any ideas anyone.
