Outlook Calendar Permissions Problem

I created a new user in Active Directory in order to create a mailbox where members of the IT department can add appointments. I opened the mailbox with Outlook 2000, right-clicked the calendar, and set permissions for all members of the IT group to be able to edit their own items, read items created by others, and disallowed deletion.

When I have a user test the permissions by opening the calendar and editing others' items or deleting an item, they are able to do both.

My domain is in Windows 2000 mixed mode. I am running Exchange Server 2003 SP1.

Any ideas?

Do you not have a Public Folder in which you can create a calendar folder?

If I saw this with the IT group, I'd try it with a non-IT user! Just in case the IT users are in a bunch of administrator groups/Domain Admins, etc and have full access to everything!
Can the IT group open other user's mailboxes?
 
We have a public folder that isn't in use.

I tried accessing the calendar with a domain user and was not able to. The dummy account we created has minimal (domain user) priveleges. I am going to deny this account logon at all times of the day.

The two domain admins in IT can open others' mailboxes but the other IT folks cannot.

Sorry if it sounds like sucking eggs, do all your group have top level access to the mailbox within Outlook, with the view as a folder only selected?? How are you adding the additional mailbox? Through the Outlook Mailbox properties or within Outlook itself??

No, these permissions haven't been set.

To view the calendar, IT users go to File -> Open -> Other User's Folder -> then specify the user name and calendar view.
