In outlook's calander, if I try to set up an appointment, under the scheduling tab the main window shows the events for the specific days. If I invite attendees, it shows me their schedule and if they would be available. However, if I try to add a public folder, such as AZ conference room, it is lined out and says:
"No information. No free/busy information could be retrieved."

I thought it might be a permission setting but ive tried almost everything I can think of. Anyone know why it would not be able to retrieve the schedule of a public folder?

You need to find the owner of the mailbox who can log into the account AZ Conference Room. Then in Outlook go to Tools Menu, Options, Preferences Tab, Calandar Options, check free/busy options. Is there an amount in share so many months, check all settings in here, I think this could be the answer or the area you need to check.
