Outlook blocked attachments ?

I have received emails with needed files that outlook in its wisdom, has decided are unsafe.

a good thing but not when you on your choice cannot gain access to them.

Does anyone have the answer, is their a way of gaining access to the blocked files.

office xp and xp up to latest upgrades.

Another quick/safe solution to this is to have the sender of the files name them someting else like "importantprg.safe" and then when you receive the file, save it and just rename it back to "importantprg.exe" this keeps the bad stuff from getting in and if you know who is sending then you can accept.
