In the Tools Options menu in outlook under security you can untick this so that outlook allows all attachments. This happens even if your attachment was sent internally and has say a .exe or .bat extention...

Nope, .cer is not on that list. .cer is neither level1 nor level2. It's not Outlook. It's windows XP SP2 attachment manager where .cer is defined as a "high-risk file type".
Actually, I get the same message when I sent it to an internal user who is using a Windows 2000 workstation with Outlook 2000 on it as well.
It looks like there is an administrative pack with a security template file that I might have to apply to my exchange server in order for this to work. I'll still looking into it.
OK, I found the solution. Download the Outlk10.adm and put this in your group policy. In the tools > options > security folder, Allow access to email attachments and add the CER extension to that list.
