Outlook Automation

Is it possible to access the exchange server without having outlook installed locally. I would like to be able to have each user be able to send emails as though they are sending them from the company email account, but some of them don't and will won't have outlook installed on their machines.

if this is possible, can someone point in the right direction for addition help with this.
