Outlook Appointments/ Room Booking

Hi guys, i'm looking for some help. I've searched this and other forums to no avail, so it could be me thats not looking for the right thing or something that isn't possible.

Here goes..

We have a number of centres that are geographically diverse (i.e. miles apart). To help improve our efficiency, we want to implement outlook calendars for each centre. Our staff can then book the centre they require. However, the limitations are -

1. someone needs to intervene with the appointment i.e. to arrange for someone to open/ close the centre

2. if the booking is external we don't want that booking to appear in the users own calendar as it also required intervention (i.e. raising invoice)

So, if the user is in the meeting at the time, they can use the 'plan-a-meeting' facility and this can be accepted by the person responsible for the centre.

However if the meeting is for an external person, we only want this to be an appointment in the calendar. Is there anyway that once an appointment has been added to a calendar, that an email can be generated to the calendar owner to say "New appointment added".
