Outlook and Meeting Reminders

I have a user whose meeting reminders are showing up 15 minutes late (e.g. reminder set to 15 minutes prior to meeting and the reminder will fire off at the meeting time (not 15 minutes prior to....)
I ran outlook.exe /cleanreminders but that didn't help. Also of note, this is not constant... we will have periods where the reminders will run on schedule and we even had a week where they ran 15 min. early!! We moved her mailbox to a different exchange server but that didn't help.
Anybody see this behavior before?
