Can you do it this way ...
Change the path to your personal address book via Tools\Services (select Personal Address Book and click on Properties) so that the default personal address book is the one you are trying to import.
Create a Contacts sub folder - called whatever you want
Import from the new default PAB into the contacts sub-folder (via File\Import and Export)
Once this is complete, again change the path to your personal address book back to your personal address book (via Tools\Services)
Export from the contacts sub-folder created to your personal address book.
Change the path to your personal address book via Tools\Services (select Personal Address Book and click on Properties) so that the default personal address book is the one you are trying to import.
Create a Contacts sub folder - called whatever you want
Import from the new default PAB into the contacts sub-folder (via File\Import and Export)
Once this is complete, again change the path to your personal address book back to your personal address book (via Tools\Services)
Export from the contacts sub-folder created to your personal address book.
