Is it possible for a user to see another users Contacts as an Address Book when clicking 'To' while creating an email?

It is possible, you right click on the address book in outlook and setup sharing options for the users whom you would like to see...

Thank you. That's lets them open it, but doesn't make it an 'Address Book'.
