Outlook 98 will not provide properties sheet for Public Folders

I am teaching an Exchange 1026. Some of the machines (4 out of 12) will not display the property sheets for public folders within Outlook 98. When right clicking on the public folder and going to Properties, only the General Screen with the name of the public folder displays. I tried many fixes including completely rebuilding a new user name and profile. Each time I got the same result. Any ideas?<br>
