Outlook 97 "a required .dll file, .dll, was not found"

When I try to start Outlook 97 I get the message:
"A required .dll file, .dll, was not found"

I don't know what .dll file is missing since I am not told by the error message.

I'm running WindowsMe, Office 97,
What should I do?
