We're having a strange problem at my company, it seems both my boss and I can't connect to Outlook via our VPN (Windows 2000) and using either DSL or a cable modem. OWA does not work either, both programs just hang. I configured an AOL account, connected to the VPN and everything works great. What could be the difference between accessing the VPN via a dialup account vs. a cable modem? This is so frustrating....

Just in case anyone else has this problem, I have resolved it. I wasn't clear in my original post, the problem was with the Win '98 and Win ME operating systems. What I did was adjust the IP Packet size on the Dialup Adapter to medium, and that solved the problem. It was negotiating the wrong packet size with the server.
