Outlook 2K "holding" a static IP

I have a user that configured his Outlook 2K (POP3) before adding a router. He has now added a router and the Internet Header appears to still include the static ISP IP address. His PC is getting the router assigned IP. When this happens our system cannot RDNS it and rejects outgoing (outside the Exchange system) email. I have removed and readded the account, I've also tried OE2K to be configured but they both appear to "remember" the old IP. Do I have to archive all his old email, reconfigure Outlook then copy it back to clear the issue? Any help would be appreciated.
