Outlook 2k 501 Max Recipient Count Exceeded

When users send an email out to a group with over 24 people, it doesn't send and gives the message at the bottom right saying Delivery Error, 501 Maximum Recipient Count Exceeded. Error # 0x800ccc79

Unfortunately we use another company for our email hosting so I don't have the Exchanger server here to play with. From what this message says, does it sound like the problem is on our end or the server end so I can tell them? This has happened to 2 separate people.
