Outlook 2016 and publishing a form

I am trying to add some custom fields to a page 2 of the MS Outlook calendar. I am using MS Office 2016 and MS Exchange Server. I am successful when adding the fields, etc., but when I select publish form, provide a name, I get an error which is "Cannot publish the form. Network problems are preventing connection to Microsoft Exchange'. It sounds like I may not have security for the exchange server.
