Outlook 2013 prompts for credentials but then does not need them

I have a user that gets prompted for his credentials in outlook but if you click cancel the window goes away, then in the status bar it says "needs password" if you click on that it goes away until the next time outlook is opened.

The user was having an AD lockout issue, and his outlook was prompting for credentials.

I wiped the computer, reinstalled everything, setup a new profile, and copied over any excel, word and other documents manually.
I setup a clean outlook profile and when he connected to exchange it prompted for credentials. I clicked cancel and it did what I wrote above.

I do not have access to the exchange server and am getting little help from our exchange people. any suggestions on how to trouble shoot this?
 
Just something to check... I have seen this happen where Outlook keeps asking for credentials.

It's not always asking for credentials for the mailbox... if, for example, they are trying to connect to a shared calendar that they don't have permissions for, outlook will continually ask for credentials.

Finally got the exchange guy to hel, we think (he did not want to check) that the issue is being caused by:
We are currently migrating over to office365.
the use may be accessing a shared calendar from someone who has already migrated.
the user had not migrated yet.

We entered the users office365 email address and password and clicked remember password.
Supposedly it will not prompt him again til the user changes his password.
