Outlook 2010 task notification remains minimized

Since we have Outlook 2010 most times event or tasks notifications remain minimized, so people very often don't realize they have meetings and they arrive late.

Is there any way to get notification pop-ups opened in normal mode instead to open minimized? It's a generic problem, not only in one computer.
