Outlook 2010 Past Special functions missing.

Instead of the usual paste special options an interface with a choice of formats appears. I am trying to multiply cells in a column by a constant, which is easily achieved via paste special. I have exhausted the following fixes:
Skype turned off
Skype click to something removed.
Start Excel in safe mode.
Disable Skype.



I am working on other options including using the formula =C1*$C$2 which shows an error, and a macro which does not function, but whatever works here, I will need Paste special. This is generally considered a skype conflict. (Ola, Microsoft...???) Any ideas among the literati?
 
I have found the issue here. I had been working on it for several hours. The data was copied from German online banking, which is not at all user friendly. I had formatted the cells first as number: General than as currency. The issue, which I will post separately, was that the conversion did not work and paste special would not appear for this format (unicode, I think, from the window I opened). Actually, I guess the issue is not solved, if paste special is necessary to convert this format to numeric and cannot be opened..so if anyone has a thought, please share.
