Outlook 2010 - new message notification sound not working

Hello,

I have tried everything and have hours into this problem.

I am running Windows 7 64 bit with Office 2010. My outlook 2010 will display the new notification message but WILL NOT play a sound. This is an EXCHANGE account and not a MAPI one. No sound notification on POP email either.
I have done the following steps:
1. Ensure play sound on new message notifiation is checked off in options.
2. Windows sound, did a test of new message notifiaction sound - it works.
3. Upraded skype as this was recommended due to a conflict with outlook.
4. Did repair install of Office.

Any help would be appreciated! I am missing emails while working due to the lack of sound notification.
