outlook 2010 - cannot open links

I have outlook 2010 running on Windows 7, I am trying to open links in Outlook 2010 and cannot, get this message:
"this operation has been cancelled due to restrictions on this computer"
I have been looking and am not sure what is stopping me from opening any links.
any help would be apreciated.
