Outlook 2010 App Hang

We are running a exchange 2003. I have about 90 users on the network. I have several office 2010 clients as well as office 2003 clients. 99% of them work fine, I have 1 user on office 2010 that has all sorts of outlook issues. It intermittently takes a long time to load his email profile and sometimes that application stops responding all together. I have tried using cached exchange mode as well as without, I have repaired and reinstalled the office installation and I have run the outlook diagnostic tools and checked the log files to no avail. Is there a widget I can run or some other form of diagnostics that exist?

Have you looked at the network settings/performance, as well as the computer itself? Is Outlook the only thing having issues? Is the user only having these issues when a certain other application is running, or is Outlook the only thing running? I know that if you have a website / web application running (or likely any application) that is using up network bandwith and lots of CPU resources, then it makes it difficult on other applications that require network access, such as Outlook (in an Exchange environment).

I have looked into the issue with network connectivity and I am leaning towards this being the issue. I enable cached exchange mode and though it didn't repair the problem it made it less evident to the end user. I am still digging.
