I have an user with a large number of personal folders between 1 - 2 GB in size. When she tries to move emails to these personal folders it does take some time for the actual move. I did defragmentation by moving the personal folders off her machine than back on than running the defragmentation. This got the defragmentation to complete to 100% but the slowness remains. Can anyone tell me if there is anything else I can try.

If its outlook 2003, 2gig is size limit. It will crash down the road, the pst file will go kablooie. I suggest keeping them at 1.5 and no more.
Outlook 2007 says the size is now 'unlimited', but experience tells me otherwise. Ive seen pst files crash at a few sizes.

Either way, run scanpst on the personal files. Also, are the emails cached locally? If not, that may be cause of slowdown.

I will stress again, watch the sizes of the pst files.
