Outlook 2007 Rules (Need to change from Server to Client rules)

We have imaged built machines and it seems that server rules have been automatically configured for Outlook 2007 - i can only create about 20 rules (exchange server rules limit is only 32kb) and i get the attached error.

I work out of my personal folders so i require this option setting.
Is there any way of changing this option?
Could this option be set in a policy to prevent me from using client rules?

Please i need at least 100 rules or else my inbox is a total mess.
