Outlook 2007 deleted messages

Using Outlook 2007 for POP email. In the last few weeks, my client has been downloading about 15 messages from the POP server that were deleted from the server about 10 months ago. This is happening about every other day.

Initially, I thought it was a problem with the pop server - perhaps they did a restore of the mailboxes or something. But checking with another client confirmed that the mailbox is empty. So it appears to be a problem with Outlook 2007. Perhaps something with the data file?

Is there a way to do a mailbox repair that will get rid of the phantom messages?
 
I've tried using scanpst.exe and exporting to a new PST file and deleting the old one, but that has not solved the problem.
 
PST or OST? Rename your current OST and see what happens.
Also, do you use a palm pilot? Ive seen cases where this causes the problem.
 
Something fishy with the mail server but they won't admit it. Even in their web client, the messages will appear if I watch long enough. They will show up in one refresh and be gone in the next.
 
What about options like are you Downloading full emails(not just headers, etc.), delete from server upon Deletion, things like that?
